Governor Whitmer Extends Stay Home, Stay Safe Order, Reopens Manufacturing as Part of her MI Safe Start Plan
Governor Gretchen Whitmer signed Executive Order 2020-77 to extend Michigan’s Stay Home, Stay Safe order to May 28. The governor’s order will allow manufacturing workers, including those at Michigan’s Big 3 auto companies, to resume work on Monday, May 11 as part of her MI Safe Start Plan.
“We’re not out of the woods yet, but this is an important step forward on our MI Safe Start plan to re-engage our economy safely and responsibly. As we continue to phase in sectors of our economy, I will keep working around the clock to ensure our businesses adopt best practices to protect workers from the spread of COVID-19. When we all keep doing our part, we can reduce the risk of a second wave and re-engage our economy safely and responsibly.” - Gov Whitmer
All businesses in the state—including manufacturers—must require masks to be worn when workers cannot consistently maintain six feet of separation from others, and consider face shields for those who cannot consistently maintain three feet of separation from other workers. The governor’s Stay Home, Stay Safe order remains in effect until May 28, 2020. Under this order, Michiganders still must not leave their homes except to run critical errands, to engage in safe outdoor activities, or to go to specified jobs. Michigan Expands COVID-19 Testing Criteria to Anyone with Symptoms and Launches Testing Site LocatorThe Michigan Department of Health and Human Services (DHHS has announced it is expanding testing criteria for Coronavirus Disease (COVID-19) to include individuals with mild symptoms. The following website has been created, COVID19TestSiteFinder at Michigan.gov/Coronavirus to help Michiganders locate a testing site near them.
“Expanded testing is needed to learn more about how COVID-19 is spreading in our state,” said Dr. Joneigh Khaldun, chief medical executive and chief deputy for health. “We want to make sure people know that if they have symptoms, they should work with their medical provider to be tested.”
Michigan’s testing priority criteria now includes: - Hospitalized patients.
- Symptomatic healthcare workers.
- Patients in congregate facilities with symptoms, including those at:
- Long-term care or elderly living facilities.
- Jails or prisons.
- Homeless shelters.
- Residential foster care facilities.
- Other group living setting.
- Patients age 65 and older with symptoms.
- Patients with underlying conditions with symptoms.
- First responders with symptoms.
- Critical infrastructure workers with symptoms.
- Individuals with mild symptoms.
Individuals who experience symptoms of COVID-19, such as fever, cough or shortness of breath, should contact their healthcare provider, 24/7 nurse hotline or telehealth program provided by their insurance carrier or employer to discuss whether to be evaluated for testing. Each coronavirus test provider will determine if testing is appropriate based on symptoms and test availability in their area. Michiganders should call the COVID-19 testing site before they go to learn about testing criteria, availability and hours.

Futures for FrontlinersThe governor is focused on protecting working families and ensuring they have a safe workplace and opportunities to get ahead. That’s why she expanded eligibility for unemployment benefits, prohibited businesses from retaliating against workers who have been exposed to COVID-19 or show symptoms, and created the “Futures for Frontliners” program to provide a tuition-free pathway to college or a technical certificate to critical infrastructure workers who don’t have a college degree. The program would include workers like those staffing our hospitals and nursing homes, stocking the shelves at grocery stores, providing child care to critical infrastructure workers, manufacturing PPE, protecting public safety, picking up trash, or delivering supplies.
“The Futures for Frontliners program is our way of saying ‘thank you’ to those who have risked their lives on the front lines of this crisis. This program will ensure tuition-free college opportunities and give these dedicated Michiganders an opportunity to earn a technical certificate, associate degree or even a bachelor’s degree,” Governor Whitmer said. “I want to assure all of our workers we will never forget those of you who stepped up and sacrificed their own health during this crisis. You’re the reason we’re going to get through this.”

Michigan Department of Treasury and student loan collectionsThe Michigan Department of Treasury announced that Michiganders who have student loans guaranteed by the state will be provided assistance during the COVID-19 pandemic. Collection activities on delinquent Federal Family Education Loan Program (FFELP) student loans, made by a financial institution and serviced by the Michigan Guaranty Agency, will be halted until Sept. 30, 2020.

Emergency Relief Funds Now Available to Nonprofit Arts and Cultural Organizations through Michigan Council for Arts and Cultural AffairsThe Michigan Council for Arts and Cultural Affairs (MCACA) has launched a new program providing a total of $502,400 in grants to Michigan’s eligible nonprofit arts and culture organizations that have been negatively impacted as a result of the COVID-19 outbreak, the Michigan Economic Development Corporation announced today. “With the outbreak of COVID-19, many of our state’s arts and culture organizations are faced with serious economic impacts, including challenges with cash flow and resources to support their workforce,” said MCACA Director Alison Watson. “The Emergency Relief Funds program will provide assistance to these organizations that add so much value to Michigan’s economy and bolster the creative life of our communities.” MCACA, through funding provided by the National Endowment for the Arts through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, will make a total of $502,400 in one-time grants to eligible nonprofit arts and cultural organizations, ensuring broad geographic distribution across Michigan. The funds can be used for salary support (full or partial) for one or more employees; fees for artists and/or contractual personnel; and facility costs, such as rent and utilities. Neighborhood Grant Programs-Grant Awards Announced! Mayor Andy Schor announced the recipients of the Neighborhood Grant Program, as recommended by the Mayor’s Neighborhood Advisory Board, during a Facebook Live broadcast with Department of Neighborhoods + Citizen Engagement (DNCE) Director Andi Crawford. DNCE launched the Neighborhood Grant Program alongside the Mayor’s Neighborhood Advisory Board in October of 2019. Leading up to the application due date, Civic Organizations were provided the opportunity to attend educational workshops for help navigating their grant request. $65,000 in total was awarded and the outreach work done by DNCE and the Mayor’s Neighborhood Advisory Board doubled grant requests compared to the previous year. Yard Waste UpdateCurbside collection of yard waste will begin on Monday, May 4, 2020. Residents should place yard waste at the curbside on their regular collection day. However, due to large amounts of yard materials already at the curbside, it is likely that most collection will not take place on the normal collection day until crews are able to catch up. Drivers will be working extended schedules until normal collection schedules can be met. Standard yard waste guidelines must still be followed. A Community Response to Domestic ViolenceCapital Area Response Effort is a post-arrest response team that provides crisis intervention and advocacy to people who have experienced intimate partner violence. Since the rise of COVID-19, the CARE Program has had an increase in survivors seeking resources like hotel rooms and the Personal Needs Closet. Your contribution could cover the cost of someone's groceries, put gas in their car, help get their locks changed, or secure a safe place to stay. Amidst the anxieties and dangers of this public health crisis, what we all have to lean on is each other; what we have to anchor us is the strength of our community. Gov. Whitmer and MDHHS launched a new volunteer website, www.michigan.gov/fightcovid19, where trained medical professionals can register to serve their fellow Michiganders by assisting hospitals in fighting COVID-19. Other state residents also can use the site to find out how they can help in their local communities, give blood, donate money or needed medical supplies, or assist public health officials in tracking infections.
