[ARCHIVED] Mayor Schor Welcomes Chief Strategy Officer

Mayor Andy Schor today announced the hiring of Shelbi Frayer to serve as the City of Lansing’s first Chief Strategy Officer (CSO). As recommended by Lansing’s Financial Health Team (FHT), the CSO will look at short-term expenditures and long-term debts, as well as review and evaluate other processes within the City. Frayer will report directly to the Mayor, and will provide information to City Council, the FHT and the public as appropriate. She will begin her role as CSO on August 26, 2019. 

“Shelbi Frayer has tremendous experience in budget work and debt management,” said Mayor Schor. “I am proud to welcome Shelbi to the City of Lansing and I am confident in her ability to review our current City processes and make data-driven recommendations that will improve our financial stability in both the short-term and long-term, as well as help identify efficiencies.”  

Frayer joins the City of Lansing leaving her position as the Executive Director of the Office of School Review and Fiscal Accountability in the State of Michigan’s Department of Treasury. There, she completed many strategic initiatives, working with Benton Harbor, Flint, Detroit and other financially distressed schools in Michigan. Prior to that, Frayer was the Executive Director of Businesses and Finance (CFO) for Mason Public Schools, administering district-wide coordination of budget development and long-term debt management. Frayer has also served as the Financial Manager of the Michigan Association of Intermediate School Administrators. 

“I am excited and honored to be a part of the City of Lansing’s team in this new innovative role as Chief Strategy Officer,” said Frayer. “Creating this position shows the dedication from the Mayor, City Council and staff to improve where we live, work and play. I look forward to building relationships with invested stakeholders that are equally as motivated to serve the residents of our great City.”  

Frayer earned her bachelor's degree in business management and administration from Northwood University, as well as her master’s degree in administration from Central Michigan University.
