City of Lansing Trash Moves to Blue Trash Carts

Capital Area Recycling and Trash (CART) will phase out the use of City trash bags by the end of 2019. The bags will continue to be sold to residents while supplies last. City collection crews will pick up City trash bags placed at residents’ curbside through the end of December 2019. Crews will leave notification at the homes of residents who currently use blue trash bags prior to the end of the year. Lansing residents are encouraged to request CART trash collection service by filling out an online request form ( or by calling the CART hotline at 517-483-4400. 

Currently, City workers do not know where or when trash bags will be set out, they must drive each neighborhood road on a weekly basis. Not only does this add to the wear and tear on local roads, it is also not an efficient use of an employee’s time. Animals can easily break open the bags and scatter trash throughout the neighborhood, leaving a mess that can blow in to neighbor’s yards or in to the storm sewer. The sturdy and secure blue trash carts are emptied using an automated process at the truck that is faster, more efficient and safer for employees who have experience injuries due to manually lifting bags. The City knows when and where the blue trash carts will be placed at the curbside, which will decrease the amount of time that trucks spend driving on local roads. The City has been working toward data-based decision making at a citywide level, and this change will help inform the City of how many residents are using the service and where to send trucks. 

“Capital Area Recycling and Trash (CART) will continue to provide convenient and reliable trash collection for Lansing’s residents after City trash bags are phased out. We will reduce the damage to our roads as well as the amount of trash in our neighborhoods, ensure a safe environment for our city workers, and be more efficient with our services. The adjustment will accomplish all of that while still being affordable for Lansing residents,” said Mayor Schor. “In order to ease the transition for residents, a discount will be applied to the first quarter’s bill for new customers, and a reduced rate will be available for those who are income qualified.” 

Residents who choose to sign up for every week trash cart service collection by September 30th, 2019, will receive a $20 discount for their first quarter’s bill. Carts will be provided with the payment of the collection service. A reduced rate will also be offered for every week 32-gallon trash cart collection services for those who meet income qualifications. Additionally, the City will introduce a bi-weekly collection option for the 32-gallon carts later this year. This will provide an affordable option for those who do not generate much trash.
