Basement Backup Protection Program (B2P2)

The Basement Backup Protection Program (B2P2) is a program for Lansing residents that proactively addresses the issue of basement sewer backups and offers assistance to protect families from future backups. Through this program, eligible property owners who have experienced sewer backups can receive assistance.

To apply for the Basement Backup Protection Program, homeowners need only to complete the simple Basement Backup Protection Program Application (PDF). You can also reach the B2P2 Help Line at 517-853-7867 or by email to begin the eligibility and enrollment process.


Depending on the home’s configuration, several different approaches are available to protect the basement. Homeowners are encouraged to talk with a licensed plumber to determine the best approach for their home.

Subsidy & Reimbursement

The City will reimburse property owners for eligible work in accordance with the following schedule:
  • 100% of the first $1,000 eligible ($1,000)
  • 75% of the next $5,000 eligible ($3,750)
  • Maximum Subsidy of $4,750
B2P2 will reimburse participating property owners for the purchase of a “Backup of Sewer or Drain Endorsement” on their homeowner’s insurance policy. The reimbursement is up to $100 per year for a period of 10 years. Property owners must request the reimbursement each year.

A good proposal will:
  • Explain the solution and how it will look
  • Outline your basement sewer connections
  • Discuss maintenance issues
  • Disclose all related costs, including parts and labor

Contractor & Work Plan Estimate

The Contractor and Work Plan Estimate form needs to be completed by the contractor, providing an estimate for the work. The contractor should submit this form with any supporting documents to the owner for them to supply in Step 2 Application.
