In an effort to spur the development of the East Michigan Avenue commercial corridor, the City of Lansing adopted a resolution to create a joint Corridor Improvement Authority (CIA) with the City of East Lansing and Lansing Township. The City of Lansing’s boundaries consist of all commercial properties within a 500-foot buffer from the center of Michigan Avenue from Pere Marquette Dr. to the West and to the City’s boundaries to the East (near Frandor / US-127). The CIA is empowered as a Tax Increment Financing (TIF) District which allows for the capture of certain property taxes for reimbursement into public infrastructure / improvement projects within the authority boundaries.
The Board shall consist of the Mayor or his or her assignee, and 7 additional members. Members shall be appointed by the Mayor, subject to approval by the City Council. Not less than a majority of the members shall be persons having ownership or business interest in property located in the Development Area. Not less than 1 of the members shall be a resident of the Development Area, or of an area within ½ mile of any part of the Development Area. Members shall be appointed to serve for a term of 4 years.
