The Board of Water and Light shall have full and exclusive management of the water, heat, steam and electric services and such additional utility services of the City of Lansing as may be agreed upon by the Board and
City Council. The Board shall be responsible to Mayor and the City Council for the provision of these services in a manner consistent with the best practices (5-201). The Board shall appoint a Director who shall be responsible to the Board for carrying out the duties assigned by the Board and shall serve at its pleasure. The Board shall appoint an Internal Auditor who shall report directly to the Board. The Internal Auditor shall serve at the pleasure of the Board. The Board shall appoint its own secretary who shall be responsible to the Board and shall serve at its pleasure (5-202).


The Mayor appoints 1 member from each of the City's four wards and 4 additional at-large members. The Board meets the fourth Tuesday of every other month. Term length is 4 years. Appointments are to be made in regard to the diversity of Lansing's citizens.
