DEVELOPMENT OFFICE HOUSING REHABILITATION PROGRAMS
There are three federal grant funds that the City of Lansing received on an annual basis, namely: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Shelter Grant (ESG). The Development Office manages and administers these funds through various programs which are listed below. For more information and restrictions, contact the Development Office at 517-483-4040
 
Community Development Block Grant (CDBG)
Rehabilitation Program. This program targets rehabilitation of single-family, owner-occupied homes within the city limit. This 0% interest loan program, which is based on HUD income guidelines, applies to eligible repairs including repairs for security reasons and weather-proofing. Call the Development Office for program details and other restrictions. Assistance is available also for rental units, but requires dollar for dollar match.
 
HOME Investment Partnership
Rehabilitation Program. This program targets single-family, owner-occupied homes with the same requirement as CDBG rehabilitation program plus the HOME selection criteria established by the City. The program forgives 50% of the loan amount over a period of ten (10) years and the remaining 50% will be at 0% interest that doesn't't have to be repaid as long as the owner lives in the same home. HOME Rental Rehabilitation Program has different set of income criteria.

Historic Preservation Program. Funds are also available to rehabilitate, restore, protect, preserve or improve homes that are within designated historic districts or houses that can meet the criteria for "historically significant" guidelines set by the State Historic Preservation Office (SHPO). All work must comply with the rehabilitation guidelines of the Department of Interior; and must not commence until notice to proceed has been granted by the Historic District Commission, or by Department of Planning & Neighborhood Development.
 
Emergency Shelter Grant (ESG)
Shelter Operation. This program provides funds to shelter providers to cover costs of maintenance, operations, insurance, utilities and furnishings in shelter facilities. Call Development Office for more details and requirements.
ECONOMIC DEVELOPMENT PROGRAMS
There are 6 different financial incentives to encourage businesses to locate downtown. Some of these are through tax incentives or abatement, while a few are actually grants that property owners do not have to payback. Properties with residential lofts located over a business space in downtown are eligible. 1) Neighborhood Enterprise Zone (NEZ) Program. Provides property tax abatement benefits for development of residential lofts in designated areas of downtown Lansing. Call for eligibility requirements.
2) Loft Housing Construction Grant. Provides a $2,500 grant to a single property for loft development in designated areas of downtown Lansing. A match of $1 to $2 is required. Call for eligibility requirements.
3) Facade Improvement Grant. Provides a maximum of $5,000 to a single property for facade improvements. A dollar-for-dollar match is required. Call for eligibility requirements.
4) Office Occupancy Incentive Program. Provides a $10,000 grant award to new office tenants to locate their offices in designated areas of downtown Lansing. Call for more details and eligibility requirements.
5) Lansing Incentive Program (LIP). Provides a $3,000 grant award to new retail businesses to locate their business in designated areas of downtown Lansing. Call for more details and eligibility requirements.
6) Business Financing Assistance Program (BFAP). A loan program intended to stimulate commercial and retail development for specific targeted businesses. A maximum loan amount of $250,00 is available at a low interest rate of 1% below the prime rate at time of commitment. Call for more details and eligibility requirements.
