The salary for this position is $85,000 to $140,000/year, Depending on Qualifications. This Department Head position appointed by the Mayor serves at will under contract. The Chief Information Officer's role is to provide vision and leadership for developing and implementing information technology initiatives. The Chief Information Officer directs the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness, service quality, and business development. This individual is responsible for all aspects of the City's information technology and systems. This position requires a Bachelor's Degree in Computer Science, Data Processing, Business Administration or a related field. A Master's Degree in one of these fields is preferred and seven (7) years in professional information technology management experience of which five (5) years must have been in a project management and supervisory capacity. An equivalent combination of training and experience in related activities may be substituted for supervisory experience and up to eight (8) quarter hours of the required supervisory management course work. KNOWLEDGE, SKILLS & ABILITIES REQUIREMENTS:
Experience in strategic planning and execution. Knowledge of the principles and practices for the development and implementation of enterprise information technology initiatives, cyberspace security and systems. Considerable knowledge of business theory, business processes, management, budgeting, and business office operations. Substantial exposure to data processing, hardware platforms, mobile computing (tablets, smart phones, etc.), enterprise software applications/ERP solutions (financial, budget, revenue, human resource, case management, etc.), outsourced systems and cloud computing (Infrastructure as a Service, Platform as a Service and Software as a Service). Good understanding of computer systems characteristics, features, and integration capabilities. Experience with systems design and development from business requirements analysis through to day-to-day management. Proven experience in IT planning, organization and development. Excellent understanding of project manageement principles. Superior understanding of the City's IT goals and objectives. Demonstrated ability to apply IT in solving business problems. Good understanding of records retention. Good understanding of emergency management information. In-depth knowledge of applicable laws and regulations as they relate to IT. Strong understanding of human resource management principles, practices and procedures. Proven leadership ability. Ability to set and manage priorities judiciously. Excellent written and oral communication skills. Excellent interpersonal skills. Strong negotiating skills. Ability to present ideas in business-friendly and user-friendly language. ENVIRONMENTAL CONDITIONS OF POSITION:
General office environment. On-call availability and periodic required work during nights and weekends. This position requires the individual to sit for extended periods of time, stand, climb, walk, listen, hear, speak, finger dexterity to opeate a computer keyboard, mouse, and other computing equipment, and/or feeling, and visual acuity.
